Overview
CityScape Engineering is proud to serve as the lead civil engineer for the Westport Waterfront Park Project, a proposed 31 acre park along the west edge of the Middle Branch and a major investment in the revitalization of Baltimore’s Middle Branch waterfront. CityScape is an integral part of the design team led by New York City–based landscape architecture and urban design firm James Corner Field Operations. The project will create new public open space and a waterfront trail system that reconnects the Westport community to the shoreline while advancing environmental restoration and long-term coastal resilience along one of Baltimore’s most significant natural assets.

Project Description
Phase 1 of construction is currently underway for 3+ acres of public park and includes a new waterfront pedestrian and bicycle trail, Wenburn Walk — a promenade designed to connect the Westport neighborhood directly to the waterfront — and extensive native landscaping.
Future Phase 2 improvements will introduce a large nature play area, a gravel cove with kayak access, and a memorial honoring the historic Baltimore Black Sox baseball team. Additional amenities planned across both phases include decorative path lighting, water fountains, bicycle racks, and bench seating to support year-round public use and recreation. Phase 2 will also include a living shoreline, and numerous stormwater management features to treat and filter trail runoff.
The Westport Waterfront Park Project is part of the larger Westport & Smith Cove Parks initiative within the Reimagine Middle Branch master plan — a community-driven effort focused on restoring Baltimore’s southern waterfront through expanded parks, trails, habitat restoration, and improved public access. Shaped through extensive community engagement, the project aims to create welcoming recreational spaces that celebrate local history and strengthen the connection between residents and the waterfront.
